Paying for Long-Term Care

Richard Kaplan of the law school at the University of Illinois has just posted on SSRN a paper entitled "Cracking the Conundrum: Toward a Rational Financing of Long-Term Care." The key policy proposal, as summarized in the abstract, is to "expand Medicare to cover long-term care in nursing homes but maintain responsibility for other long-term care settings with the affected individuals and their families." That wouldn't be my policy preference, but it's an important issue.
