Has the ADA Reduced Employment for People with Disabilities?

My essay by that title is now available at 25 Berkeley J. Emp. & Lab. L. 527 (2004). It's on Westlaw, but the journal webpage doesn't link to a PDF version. My bottom line, reviewing the major empirical studies on the ADA's employment effects, is: Contrary to the views of many in the legal academy and the field of economics, the ADA probably hasn't reduced employment for people with disabilities, and its long-term effects are likely to be positive. But it hasn't had that significant a positive effect on the overall employment rate for people with disabilities so far, it has clearly helped some people with disabilities more than others, and it may have helped some people with disabilities at the expense of others.
